Background

The Draft Development Application Determination Policy (Draft Policy) has been developed to provide an understanding on the type of development applications that Council is comfortable with having approved under delegated authority.

There are many development application types that conform with the requirements of Council’s Development Control Plan and are consistent with community expectations, and there would be no value in submitting them to Council for determination.

The submission of reports to Council on development applications does normally involve some delays in their determination and additional staff time in preparing reports.

The Draft Policy anticipates those development applications:

  • with a strong community interest that Council is likely to want to be informed of and to determine, and
  • those of a more routine nature that are not likely to be of interest to Council are then approved by staff under delegation.

The proposed policy reflects the long-standing practice of how and when development applications are sent to Council for determination, essentially codifying past practice.
